Is it possible with another engine configuration to raise the top speed to closer to 30 Knm per hour?

Answer

Not in a practical way. These smaller hulls have been designed for a shaft drive. Above this speed the hull shape has been designed with a fully constant deadrise to the transom and this means that you retain a lot of buoyancy aft. If you put in a shaft drive into a constant deadrise hull the line of shaft woud be excessive ,the props would be well below the hull and un protected. This is why stern drives are used as the weight is aft where the extra buoyancy is,and the craft floats level
